99 sl2, lack of low rpm power, 15MPG

I have a 99 saturn sl2. I just started driving it, its my sisters car and she has been having problems since day one. MY 4 CYL SATURN IS GETTING 15MPG..........15MPG. I couldnt believe this when i checked it, i was at almost a half a tank and i had only put 80 miles or so on it. I dont know where to start but, it uses oil, occasionally throws out white smoke, when its in neutral i hold the gas down and it only revs to about 4500rpms after some slight bogging, redline is at 6500. when i was revving it some small black chunks came out of the tailpipe and it left a spot of black residue on my garage floor. when driving, their is no power when im under 2500/3000 rpms. it runs a little better when the rpms are higher. both o2 sensors have been replaced before, im wonderin if the catalyic converter is plugged. I dont know why im only getting half the mpg i should be getting. The rotors are warped, it shakes pretty bad when i hit the brakes, that could possibly be part of the problem, maybe?

Ever change the ECTS? Original resin design cracks and fails. Failure usually causes car to run rich (sensor sends info to PCM that coolant temp is always cold.
Replace with brass version and replace the connector.
Also clean throttle body and EGR (as hinted at above).If you''''re burning enough oil to get carbon on the driveway, the carbon buildup in the EGR and the ports on the engine is probably pretty significant. As for blowing chunks out the tailpipe, probably pieces of your cat innards.
Running overly rich is also not good for the cat.....
And stop redlining the engine. You are only getting 15 MPG, so you stand on the accelerator as hard as you can?
