I already read the sticky at the top but that didn't help me. My buddy's wife just threw a rod in her 1999 Saturn SC2 1.9L DOHC
He wants to buy a new engine and just do a complete swap. What years will interchange?

I just finished reading the sticky. It is quite complete but you do need to read it carefully. It says some where in there that pretty much all the blocks interchange for the S series, but then there are a number of nuances and how to solve them.
If you are looking at wrecking yard, they will have a cross reference, if you are doing pick A part, look for one closest to your year. Once you find out what year you have then you can look at nuances. If you are getting a pick A part long block with no manifolds or anyhing go back and look at manifold to head veriations. Those would be important if you have to re-use your intake and exhaust manifold.

you need to read this some what carefully as there is a ton of information there. However, this must also include the following question. Where are you looking? Finding a 1999 SL-2 engine should not be difficult. In fact right now, it might be cheaper to buy a used car and strip it for parts.
