The pump for the windshield washer is at the base of the windshield washer reservoir -- the container where you add windshield washer fluid. If it makes no noise, check the fuse. If it makes noise, the outlets by the windshield may be plugged.
If you suspect the outlets are plugged, remove the lines from the sprayer outlets and try the pump. If fluid sprays out, the outlets are plugged.
Do not hold the pump on for more than 6 or 7 seconds at a time to avoid pump damage.
