Default 2000 SL2 spark at coils, not at plugs

Daughter was driving back to her moms and the car just died like she turned off the key. Towed it back to the garage and I have fuel at the injector rail per the test port when pressing on the little release. Pulled a plug and there was no spark, tried another and the same. So I checked fuses and there was an ignition fuse that was blown so replaced that but same thing. Replaced the CPS but still the same. Pulled the wires from the packs and there is arching there. it just seems very weird that all 4 plugs are not firing and that all 4 wires are bad. When I try to start it it cranks over but doesn't fire, even with starting fluid (plugs get a little wet though). IF the new plugs/wires make no change, what else can I check? Not enough current generated from the coil packs?

If that's the car you're working on, that looks like plenty of spark on the coils. I'd try some new wires and plugs.I'm not a mechanic, but if those are the original wires, the resistance could be shot in the wires. Check the connections from the coil packs and make sure they're not full of corrosion.

The real question is

why did the ign fuse blow?
Also, which IGN fuse? I believe there are 3.

When you crank with the plugs in and then take one out, do you smell fuel on the plug? is it gas fouled?
How about oil-fouled.?

Until you confirm fuel in the cyls, you cannot rule out CKP

Also, what brand/type of plugs? Gap? new plugs?

These cars are designed to run on good ol NGK copper cheap *** plugs
If you start putting neomolybdenum triplatinum xenon tungsten plated zirconium tipped 14 prong plugs in these iignition systems, sometimes they just puke.
Possible you might have damaged the coils. Measure the resistance betw the towers of each coil and post. I'll look it up for you.

Silly question, but how are you checking the plugs for spark?
(not trying to insult your intelligence, just covering the basics.)

Ls1 or sl1? Me thinks SL1.

The first thing to go is the one that fails.

I'd try cleaning the throttle body and a fresh set of plugs.

Poor description, SL or LW? Sounds/looks like a SL. Ign module failure quite common........Put a (aux. ground, using a short wire with 2 alligator clips on it). between GOOD ground and allen screws to positively ground the system . Ops check and report back, results.
