The car runs! I'll do my best to give a quick recap of what happened.
The shop replaced the CPS and the car still didn't start. They sourced a used ECU/PCM from an identical saturn. They installed the new ECU/PCM and the car still didn't start. They towed the car to the dealership to get the ECU/PCM reflashed. We got a call saying that after the reflash, the car still wouldn't start. They decided to reinstall the original ECU/PCM and try reflashing that one. After they did that the car started and everything is fine now. The shop ended up charging around $200 for the whole thing which was nice. They dropped the charge for installing the new CPS I bought and they didn't charge for the replacement ECU/PCM because they just returned that.
Now I have to be honest with you guys. I haven't been quite honest here. This wasn't actually my car, it's my sisters. She's not too internet/forum savy so I decided I'd do my best to see what kinda help I could get from some saturn enthusiasts. I know this isn't a big deal, but I just want to make it clear that if this were indeed my saturn (or if I lived in the same state as my sister) I would have gone about this all myself. I, like most of you guys, am not too keen on bringing my car to any kind of automotive shop. I know the whole ordeal that went on at the shop seems really silly and doesn't quite make sense, but at the end of the day my sister only spend around $200ish to get her car running again. Weather or not she needed to actually pay that much in the first place idk, but it sure beets the $1100 she was initially quoted.
Moral of the story...DIY!
Thanks again for all your help. You have proved to me that saturn enthusiasts are kind and helpful. Now if only I could get the suby and dsm guys to be as kind haha.

PCM flash after all...well, chalk this one up in the "Derf was wrong" column (which I really do try to keep short).....very difficult to troubleshoot a PCM over the 'net, but I'll file this one away as evidence that PCMs do get confused. I was hesitant to tell you to go get an $1100 PCM -- I couldn't justify doing so based on the limited facts, and I didn't want you spend $1100 on a guess--- that's not how I roll.....
