97 Saturn SC2 Power Steering issue

Default 97 Saturn SC2 Power Steering issue

Help please.... Sorry this car is a 1999, friends car.... my wife totaled my 1997! OOPs
So I just changed out the power steering pump. It has the EVO on it and I swapped the parts and everything pumps.... except there is no power steering! I disconnected the electrical plug on the back of the pump and it is supposed to read 12 volts. It is only reading 7.8 volts. Is there a fuse or something that is tripped or blown? Or what is going on with this issue? Any help will be greatly appreciated....

It might just be air in the lines I have never done a power steering pump on a saturn before but on all the rest of them I have done you have to turn the wheel from stop to stop 3to 4 times to get the air out with the engine running.

No air in the line... I did bleed the system and got the air out of the line. It is an electrical issue, not the fluid....but thanks for the input.

Says the guy measuring 7.8 volts and thinking it is a blown fuse. Blown fuses read no voltage potential meaning 0 volts. That is my input.

I'm confused -- Saturn didn't start using electrical power steering pumps until 2003 ... I thought ??

My 1999 has a regular looking pump on it now it does have a wire going to it that I assume ( I might be wrong ) is for a fluid level sensor.

This 1999 has the EVO.... Electronic Variable Orifice on the power steering
