Yes, I do realize that this thread is over a year old but the author never stated his outcome or solution so I was hoping that my post would have alerted him to a new post in this thread.
The thread was still open so I thought it ok to respond.

Hi Josh:
It turned out that my pump was actually good. I tested it by plugged my old pump directly into the battery that it did work perfectly.
The real problem was that the air pump wasn't getting the voltage to turn on when it should (when the car is cold, for about a minute).
I took the car to the mechanic 3 times and they kept saying they fixed this and that, and each time by the time I got home the check engine light went on again.
I even setup a remote connection to the battery so that I could force it come on with a click of wireless button for the first minute after starting the car, just to prevent a check engine light from coming on long enough to pass emissions. (didn't work; well it worked but the check engine light came on anyway)
Fast forward and after months of driving illegally with an unregistered vehicle (what could I do, even the mechanics could't fix it? Otherwise it was running perfectly),
for another project I de-greased everything under the hood with purple power,
and viola! check engine light went away and never came back on!
I've never had a problem since. My guess is that I washed away some corrosion interfering with the wiring.
So, that first thing I would do in your case is just to make sure the pump is really bad by seeing if it works by wiring it to the battery. Perhaps, like me, you have a working pump, but it's just not getting the voltage it needs to turn on.

Thank you for the response. I watched several video tips about checking the power and verifying that all hoses involved were clear. I'm hoping that this is the case and I won't have to resort to finding a new pump or shelling out $300+ for one.
